Manhattan is and will remain the principal commercial and employment center of New York City. Since the 2nd Avenue subway will likely be the last north-south subway line to be built in Manhattan and its location, just across the river from the outer boroughs, requires that it be viewed from the context of the entire city. The question: where and how can it make the commute from the outer boroughs quicker and easier should have been uppermost in the planning. That was the case with all 2nd Avenue subway plans beginning with 1929 and including the NYC Transit Authority/MTA plan of the late 1960's. In contrast, the MTA’s current 2nd Avenue plan address the problem of Upper East Side overcrowding on the Lexington Avenue line but otherwise, acts as if the needs of the rest of the city didn’t exist..

A discussion of the MTA’s plan requires an understanding of a bellmouth tunnel connection: it’s a short tunnel from the line being built extending in the direction of a future branch. The Queens Blvd. line, for example, had a bellmouth tunnel extending in the direction of the Van Wyck Expressway. When a decision was made to build the Archer Avenue (E line) extension, all that was necessary was to continue the bellmouth tunnel with no disturbance to the original line on Hillside Avenue. Without this bellmouth, the Archer extension would never have been built.

Likewise, if the 63rd St. (F line) tunnel didn’t have bellmouths to 2nd Avenue, the present alignment of Phase I of the 2nd Avenue subway would never see the light of day. It would be too expensive, and too disruptive to essentially rebuild an active line. Note that both extensions took place some 40 years after the original line was built.
